  A 16-member delegation of the University of Languages and International Studies–Vietnam National University, Hanoi (ULIS-VNU), led by ULIS-VNU Vice President Dr. Nguyễn Xuân Long, visited Wenzao Ursuline University of Languages (WULL) on an exchange tour. It was the ULIS-VNU’s first time to send a delegation to a university in Taiwan and the delegation received a warm welcome by WUUL President Dr. Chou, three Vice Presidents and high-ranking executive members. Intended for enhanced exchange of higher education between Taiwan and Vietnam, the exchange tour included visits to many of WUUL’s academic units, such as the Language Diagnostic & Consulting Center, briefing sessions on WULL distance education, and shadowing sessions at many equivalent units in WULL.

 

  At the welcome meeting, WUUL President Dr. Chou Shieu-Ming said that WUUL had kept a friendly relationship with ULIS-VNU for more than ten years. In August 2016, both schools reached seven agreements, one of which was the arrangement of this exchange tour. Another agreement is the establishment of the WUUL office on the ULIS-VNU campus. The WULL office was officially set up on March 19th, thanks to the support of ULIS-VNU.

 

  President Chou pointed out that WUUL was ranked in first place by many print media in regard to the education of foreign languages and mass communication among Taiwan’s private vocational colleges. In early 2017, in Cheers’s evaluation of 87 vocational colleges across Taiwan, WULL ranked number one in foreign language education and global perspective cultivation for the eighth year in a row. President Chou indicated that there would be a lot for both schools to learn from each other. This exchange tour was a chance for both to improve and prosper.

  

  ULIS-VNU Vice President Dr. Nguyễn Xuân Long expressed the delegation’s excitement and honor to visit Wenzao Ursuline University of Languages, which enjoys a history of more than 50 years. In fulfillment of a deal made between the schools last year, this tour was arranged for the exchange of expertise and experiences in the management of academic affairs, student affairs, R&D, and personnel, as well as foreign language education. It is seen as the continuation of both sides’ collaboration and is beneficial for enhancing the mutual friendship.

  

  During the six-day stay in Taiwan, the ULIS-VNU delegation spent three days at relevant WUUL units. ULIS-VNU Department of Chinese Languages and Culture and WUUL Department of Applied Chinese will seek to collaborate in learning material compilation, student exchange programs, and short term programs. In the future, the student exchange program might be conducted in “2+2” or “1+3” ways. Vice President Nguyễn stressed that this visit was just the first step, and that he expected to see more of his fellow faculty members come to WULL for more exchanges. He said Hanoi had seen a growing demand for foreign-language speaking individuals and that he would recommend locals to learn Chinese in WUUL.

  

  WUUL and ULIS-VNU have maintained a close collaborative relationship over the past 10 years after the signing of agreements. ULIS-VNU has sent teachers to WUUL to teach Vietnamese and to co-develop Vietnamese teaching materials. Student exchange programs have also been available throughout the years. Currently, both schools are working together to offer courses in teaching Vietnamese as a foreign language in Taiwan and to establish a Vietnamese language testing system. In the future, more collaboration will take place in areas such as teacher exchange programs, academic exchanges, academic seminars, joint publications of research results, and resource sharing. WUUL will continue to offer Vietnamese courses, which have an enrollment of more than 800 students each year, and seek collaboration opportunities with more universities in Vietnam.
