    Presidents of twenty universities and colleges in Kaohsiung, including Wenzao Ursuline University of Languages, met the city government delegation led by Mayor Chen Chu at Wenzao on December 16, 2015, for the 9th “Universities of Kaohsiung, Kaohsiung Think Tank,” a conference for the mayor and presidents. During the conference, the participants enthusiastically discussed issues such as the development of e-commerce, smart cities, reaching out to Southeast Asia, turning Kaohsiung from an industrial city into a biomedical and health care city, and the establishment of a university town with cross-campus features in Kaohsiung City.


   



    As the host of the conference, President Shieu-ming Chou of Wenzao extended her welcome to the participants. In her remarks, she introduced how a group of sisters from Hualien came to settle down in Kaohsiung and built the only school of foreign languages in Taiwan fifty years ago. Her introduction helped the participants understand Wenzao’s mission and features, and how it has been building indispensable talent pools for the development of the harbor city of Kaohsiung. Mayor Chen said that Kaohsiung has come to a critical moment of transition and needs to transform its economic pattern and high-polluting industry, develop tourism and cultural and creative industry, and improve its transportation. It requires quality local universities to play the role of think tank and help the city government create an ideal environment for the cultivation, recruitment and retention of talent, so as to make Kaohsiung a livable smart city.


   



    The Transportation Bureau stated that Kaohsiung has obtained the right to host the 2017 EcoMobility World Festival; the Hamasen region was chosen for the demonstration of eco-mobility. The festival is expected to attract the participation of over one million people from 50 cities across the world and facilitate 40 cross-border cooperation projects. The city government will need all levels of schools in Kaohsiung to help promote city marketing, broaden citizens’ international vision and stimulate the local economy.



   


    With the belief that the provision of a friendly living environment will be more helpful to retain outstanding talent, Wenzao suggested that the city government consider establishing a university town with cross-campus features in Kaohsiung to solve the lack of dormitories problem. The city government highly regarded the suggestion and authorized Wenzao to call on other universities for further discussion with relevant units in the city government. It was also proposed that the university town may provide accommodation for international students, which will be helpful for the recruitment of international students and the internationalization of Kaohsiung. Wenzao also suggested the establishment of a center for social innovation and social entrepreneurship in Kaohsiung. Led by the city government and with innovation and entrepreneurship as the core focus of social enterprises, the center will provide appropriate assistance to integrate willing non-profit organizations, enterprises, and young social entrepreneurs, so as to differentiate Kaohsiung’s pattern of guiding social entrepreneurship from those of other cities and counties.



   


    After the conference, Wenzao invited the participants to watch the demo of Wenzao E-Car. This particular creation of Wenzao, which integrates language learning and cloud technology to serve all levels of schools both in nearby and remote regions, left a deep impression on Mayor Chen.
