In order to fulfill its University Social Responsibility (hereinafter referred to as “USR”) and achieve Goal 4 of the United Nations Sustainable Development Goals (SDGs) to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all, the College of European and Asian Languages of Wenzao Ursuline University of Languages (hereinafter referred to as “Wenzao”) formed the Second Foreign Language Strategic Alliance (hereinafter referred to as “the Alliance”) with 29 general and vocational high schools in southern Taiwan.

 

     

      In order to fulfill its University Social Responsibility (hereinafter referred to as “USR”) and achieve Goal 4 of the United Nations Sustainable Development Goals (SDGs) to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all, the College of European and Asian Languages of Wenzao Ursuline University of Languages (hereinafter referred to as “Wenzao”) formed the Second Foreign Language Strategic Alliance (hereinafter referred to as “the Alliance”) with 29 general and vocational high schools in southern Taiwan to integrate the second foreign language teaching resources and training of second foreign language teachers, promote interactions among foreign language teachers, and improve education quality in southern Taiwan for Delivering Quality Education through High School-University Partnership. The partnership is more than the sum of its parts, based on the wealth of foreign language teaching experience in Wenzao, which can carry out its USR and enhance regional second foreign language resources for general and vocational high school students.

 

      Founded in 2013, the College of European and Asian Languages at Wenzao is the only college to cultivate cross-disciplinary professionals capable of speaking two foreign languages in Taiwan. The College consists of the Department of French, Department of German, Department of Spanish, Department of Japanese, Department of Southeast Asian Studies, Graduate Institute of European Studies, and European Union Center. It focuses on theory as well as practice in terms of foreign language teaching, and trains international professionals for practice. It has been conducting a project of the Ministry of Education to provide preparation courses for second foreign language teaching at multiple general and vocational high schools with the support of the Department of French, Department of German, Department of Spanish, and Department of Japanese, over a decade. The Alliance enables integration with previously formed partnerships, while supporting regional general and vocational high schools and further promoting second foreign language education in the high school system.

 

      President Margaret Mei-Hua Chen of Wenzao indicated that learning a second foreign language enables general and vocational high school students to plan their future. In addition to organizing activities, schools shall lead students to realize the value of learning languages and future employability. We therefore need to provide education of second and third foreign languages, Chinese or even programming languages and share resources through the alliance with general and vocational high schools in southern Taiwan in order to proactively develop foreign language teaching plans to cultivate language professionals with employability and a sound work ethic.

 

      The Alliance comprises 29 general and vocational high schools: Kaohsiung Senior High School, Kaohsiung Girls’ Senior High School, Feng-Hsin Senior High School, Sanmin Senior High School, Wun Shan Senior High School, Guoguang Laboratory School of National Sun Yat-sen University, Jhong Jheng Senior High School, Tsoying Senior High School, Linyuan Senior High School, the Affiliated Senior High School of National Kaohsiung Normal University, the Affiliated Hospitality Senior High School of National Kaohsiung University of Hospitality and Tourism, Hsin Chuang Senior High School, Nanzih Senior High School, Gushan Senior High School, Sanmin Vocational High School Of Home Economics and Commerce, Feng-Shan Senior High School, Feng-Shan Senior Commercial and Industrial Vocational School, St. Dominic Catholic High School, Shu-Te Home Economics and Commercial High School, Tainan First Senior High School, Tainan Girls’ Senior High School, Chang Jung Senior High School, Chia-Chi Senior High School, Shan-Hua Senior High School, Tainan Commercial Vocational Senior High School, Deguang Catholic High School, Catholic Sheng Kung Girls’ Senior High School, Li-Ming Senior High School, and Donggang Senior High School. These schools are located in Pingtung, Kaohsiung, and Tainan. Faculty of the member schools proposed specific ideas at the meeting regarding training good foreign language teachers, interacting with foreign university students, and promoting Southeast Asian languages and policies of teaching foreign languages for professional fields.

 

      Four general and vocational high schools, including St. Dominic Catholic High School, Feng-Hsin Senior High School, Sanmin Vocational High School Of Home Economics and Commerce, and Shu-Te Home Economics and Commercial High School will support the Alliance to organize second foreign language courses, cultural experience, workshops, lectures, and language competitions to open additional doors to second foreign language learning opportunities for general and vocational high school students, who can eventually be motivated to learn a second foreign language. A training and certification program for second foreign language teachers or inviting faculty members of Wenzao to deliver speeches and share experience can facilitate professional interaction. These forms of interaction improve the platform of Wenzao to develop innovative courses and create more opportunities for our graduates to teach at any member schools. Wenzao also helps teachers of general and vocational high schools to improve their competency in teaching a second foreign language and innovative skills by sharing a wealth of experience in foreign language teaching to create an effective environment for second foreign language acquisition in southern Taiwan.
